Preheat oven to 375 F.
In a mixing bowl combine margarine, sugar, salt, soy milk & vanilla. Blend on high until smooth and everything is well incorporated.
Add oats, flour, and baking powder and mix on low speed until all the ingredients are just incorporated.
Stir in raisins.
Form into 2" round balls and flatten onto parchment lined cookie sheets.
Bake 16 minutes for a chewy cookie. Add an additional 2-4 minutes for a crunchy cookie.
